Go to www.eric.ed.gov (Education Resources Information Center). Also www.cde.ca.gov (California State Department of Education). Those seem to have the best resources.
Since you're in Sacramento, you might also want to call the State Department of Education (look under state government listings in the front of the phone book -- they should have a public information line) and check to see if there's someone you might be able to meet with to get advice. Licensing would normally be a state function, so you need to start there.
