You can take it any time it's offered while you're in high school, but most students take it in the spring of their junior year and the fall of their senior year. There is no actual age requirement, I don't think-- I took it (for fun more than anything)for the first time December of my 9th grade year, then once a year through high school. It's good to take it early-- taking it early will get you familiar with the test format and setting so that you'll know what to expect from it when it comes time to take it seriously, and it'll give you a good basis on which to improve your scores (colleges like to see that you've improved).
You've got time. The SAT is usually given in the spring. Go to the guidance office at your high school and get information. Once you sign up, and send in your money, you will be notified of time and place.
