Answers:
"Did Steve ask you to move the car?"
The first one is right.

The second one uses "has asked" correctly -- but makes a mistake by using "to me" instead of "to move."

The second two are wrong.
i'd say the 1st one. the others don't sound right
"Did Steve ask you to move the car?" correct

"Has Steve asked you to move the car?" correct

"Did Steve asked you to move the car?" wrong

"Has Steve ask you to move the car?" wrong
First let me clear u that u r sentences 1&2 are grammatically correct and 3&4 are not.

Now let us see when can we use the first and second sentences.

The first one can be used to enquire if steave had asked to do so.

The second sentence may be used when the person actually moving the car.
1, correct.
2. incorrect, should be Has Steve asked you to move the car?
3. incorrect. should be Did Steve ask you to move the car?
4. incorrect. should be Has Steve asked you to move the car?
This is how I use the above words.
the first two questions are phrased correctly. Did Steve ask you to move the car? and Has Steve asked you to move the car?
"Has Steve asked you to me the car- this sentence has no sence.
Did Steve asked you to move the car- two past tense can not be together in the same sentence.
Has Steve ask you to move the car-...mmm ... wrong!

!!Did Steve ask you to move the car?"!-correct!
Go with the first one.
Did Steve ask you to move the car?
I am not an English teacher, nor did I major in it, but to me...

"Has Steve." implies you expected Steve to ask.

"Did Steve..." sounds like a simple curious question.

Hope that helps!!
